The fourth-seeded German will face third-seeded Sorana Cirstea in the final, after Magdalena Rybarikova of Slovakia retired because of fatigue in the other semifinal. Cirstea had won the first set 6-3.
It will be the first WTA Tour final for Lisicki, while Cirstea was a runner-up in Budapest last year.
The 19-year-old Lisicki, ranked 64th, reached the third round of this season's Australian Open and played in her first quarterfinal of a WTA event in Cincinnati in August.
The 46th-ranked Cirstea hasn't dropped a set this week.
